There is no FTP access to free hosted WordPress.COM blogs and we cannot install individual plugins into them for security reasons. Those found on the internet are for WordPress.ORG installs which run on different software.

Is that true? If so, how do I do it? They said it was as simple as " Dashboard > Plugins > Add New Plugin" but I don't see an option for plugins on my dashboard.
