			<description><![CDATA[<p>I currently use wordpress.com for my blog crosstalkin.wordpress.com. I want to use the plugin reftagger on my site. It seems wordpress.com does not allow plugins but wordpress.org does. How do I become a wordpress.org user.</p>
<p>I know that reftagger is a safe plugin.</p>
