Yes you can delete the placeholder Hello World post. When you do a 404 (page not found) error message will appear http://en.support.wordpress.com/not-found/ but as soon as you publish a post, not a page it will disappear.
http://http//en.support.wordpress.com/post-vs-page/

Yes you can create a custom menu and not include the About page in it.
http://en.support.wordpress.com/menus/
Or you can edit the About page and update it.
http://en.support.wordpress.com/pages/edit-pages-screen/
Static pages are not a requirement for blogs I do recommend having an About page. I always amazed when I visit a blog and don’t find one because it’s natural for visitors to want to know a bit about who you are and why you are blogging. http://onecoolsitebloggingtips.com/2011/04/06/why-about-pages-are-essential/

On the bottom of your Admin page you will find a link to the Learn WordPress.com blogging Tutorial prepared by Staff. http://learn.wordpress.com/
The support documentation is all found at the Support link http://en.support.wordpress.com which is also on the bottom of your Admin page.

I am new to blogging and the intent of my blog is to share my story of a recent event. At this time, I want the blog to be for this event only. In signing on I receive a Hello World post? Can this be put in to "trash" so that the post I am writing but have not yet posted is what people see first?

Also, on my post (draft version) there is a tab called About. Is this always with blogs? Can it be removed or do I updated this info.
