Of course "Reblog" is limited to sites on WordPress.com, whereas with "PressThis" you can pretty much repost/share a piece of any website.

In either case, the utility is as moral as the person who uses it.

WordPress.com TOS Staff have stated in the past that if a WordPress.com site is nothing but reshares, they may eligible for suspension.

Generally, copying enough of an article/blog/story to give a quick sense of the direction it is going is considered fair use. It should be clear that it is a copy and not represented as the copier's own work. Blockquoting generally accomplishes that. Copying the whole thing is clearly wrong.
