If you want to retain formatting but write offline, use something specially designed for that. I recommend Windows Live Writer, which works much the same as Word except it is web compliant, and you can add tags, categories, and images.

When I go "dashboard -> posts -> new post" I loose all formatting. That's new, before I never had that problem.

The answer depends on the blog. Also, don't EVER use the New Post button on the admin bar. It's buggy. Use Dashboard->Posts->New Post until the button is fixed.
