Just give it a different date earlier than the date of the bottom most Post on your home page. That's how the Posts are listed, by date and time order.

When you write a new page and you would like it to be 'under' another page simply select 'Page Parent' on the right hand side and choose the page that you want it to be made a child of i.e. come under it.
