The WP crop feature will never be as good as a dedicated image editing program. That is the only way to preserve image quality.

There is no way to enter a URL or choose an image from the media library for the headers.

The only option I can find is to upload another image, but I don't want to do that because WP seems to compromise my images after they are cropped. So I want to use the one already in my library. How do I get to it?
