That icon is not meant up to take you to the general Support section. There are links to Support and Forums at the very bottom of the page in the Dashboard.

Regarding the scrolldown issue, could you please try upgrading to the latest version of Safari?

If you are referring to a different question mark icon, could you please capture a screenshot of where you are seeing it, and upload it to your Media Library?

I just got to this page by guessing it was support.wordpress.com for the general support section.
