I'm switching to WordPress because I'm tired of dealing with HTML, but I would like to have more control over how my weblog looks - say, for example, adding additional items to the sidebar.

No. We cannot access or edit our blog templates here at all.

Without doubt one has more control over the wordpress.org blog templates than we do. We cannot edit our underlying templates here at all. If you're tired of dealing with html then it's not likely that you have the skills or the patience to teach yourself css. I would suggest sending in a support request (support at wordpress.com) as they may be able to help.
On the second one - you can add items to the sidebar easily - go to your dashboard and then go to presentation -> widgets. There are limits to what you can add (no javascript for example) but you can do a lot. If you want to add your own HTML here, choose a text box and add it in.
You can also modify or completely override the templates by buying the CSS upgrade and writing your own CSS.

I would like to use the Domain Mapping option to have my weblog appear on a subdomain of a domain I currently own and I have already pointed my subdomain to WordPress.com. But, this option is not listed under the upgrades, and I cannot figure out how to pay for it or 'get more points' or whatever. Can somebody tell me how to do this?
