This is because free blogs from and being free hosted by wordpress.COM run on different software than wordpress.ORG install for self hosting do and the answers may be different.

The wordpress Recent Posts widgets displays Recent Posts and automatically updates when you publish. It does not display static Pages. http://en.support.wordpress.com/widgets/recent-posts-widget/

If you wish you can create your own widget by using a Text Widget and entering the titles linked to the appropriate URLs but it will NOT automatically update. You will have to update it manually.
