It loaded. Although there is no option to "Block all subscription emails from WordPress.com," under Email Delivery Settings/Default Delivery Methods I selected "No email delivery."

I used your link, but the page will not load. Well, the header and footer load, but the only thing in the middle of the page I see is the whirling status starburst. I watched the starburst for 5 minutes, then gave up.

Now I am receiving unwanted emails ("Take your WordPress.com site to the next level!").

There is no simple link on the e-mail to unsubscribe, so I'm forced to log back into the account that I was assured was deleted two days ago, in order to change e-mail notifications.

Your links are awful. I go 'round and 'round and am unable to change my e-mail notifications. Simply ridiculous. You should not be sending emails to accounts that no longer exist, and I should not be allowed to log into your site with a non-existent/deleted account.
