Editing CSS on WordPress.com works a bit differently, you get the option to either add your own CSS to override the theme's CSS (best choice for small changes) or completely replace the CSS (advanced). You probably want the first option. You can't edit the files directly, so to make the change, you just need to add the right CSS to your Appearance → Custom Design → CSS editor. First, here's a link with more background info:
http://en.support.wordpress.com/custom-design/editing-css/

The menu background in the Delicacy theme happens to be done with several CSS rules, so it takes a bit of work to swap it out with an image or something else if that's your intention. Here is an example from a past thread where we walked through it in some detail:

Hello,

I'm looking for how to edit the base CSS of the Delicacy theme. Particulary, I'm attempting to get rid of the banner-looking thing that wraps around the main navigation. This is more a question on the file-system than straight CSS.

I know I can rewrite this all with my own classes (e.g. specifying my own
:before
and
:after
elements) but I feel like it should be easier to go in and just remove those pseudo-classes.

Any help would be appreciated! Thanks.
