I'll also note that wordpress.COM takes these sorts of things very seriously.

What you need to do is to file a DMCA violation notice with wordpress.COM. WordPress.COM has a good support document on this issue with instructions on what to do.

Hello WordPress Staff,
I'm the owner of http://www.staupe.net domain that's using a WordPress platform, and today I found a blog that is hosted on wordpress.com and the admin is copying my articles, tutorials, pictures, anything without my agreement.

For example : I write this : http://staupe.net/tutorial-instalare-harta-europei-pe-garmin-xt/
And the copy is here : http://tutorialet.wordpress.com/2011/03/03/tutorial-instalare-garmin-6-00-10/

Another one : I write this : http://staupe.net/tutorial-instalare-garmin-mobile-xt-5-xx/
And he copy : http://tutorialet.wordpress.com/2011/03/01/tutorial-instalare-harta-europei-pe-garmin-xt/

Another one : I write this : http://staupe.net/turta-dulce/
And the copy : http://tutorialet.wordpress.com/2011/03/06/turta-dulce/

And the list can continue ... that blog is full with copy/paste articles without any permissions. Please cancel that blog, or take any precautions.
