That username was taken 3 years ago by someone - apparently not you. As timethief says, no expiration on usernames or accounts.

There is no expiry date on user accounts. The unique identifier is the email address it was registered under and Volunteers do not have access to such information - only Staff do.

Re deleting the blog too bad, so sad but you got 3 warnings in order to confirm deletion, including an email with a confirmation link in it you had to click to achieve deleting the blog. When a blog is deleted here it's gone forever and the URL cannot be recycled.

BTW, I "accidently" deleted my blog goatimes.wordpress.com. Any way to reactivate this?

Also note that our email addresses we register accounts with are the unique identifier.
