If you do not do that then the cropper comes into play image quality is lost and you will be wasting your space allocation.

I would like to use one of the photos that I have which is related to the subject matter of my Blog

When I go to do this I get a message that says:

"You can upload a custom header image to be shown at the top of your site instead of the default one. On the next screen you will be able to crop the image. Images of exactly 938 × 150 pixels will be used as-is."

When I select one of my photos how can I tell that it is 938x150 pixels?
