The Sharing option is a feature of WordPress.COM, you need to look over at .ORG for Plug-in's

I've tried creating a new post to get the publicize prompt, but it didn't give me the option.

I'm using a 3.05 install, hosted on Go Daddy, with the Headway theme. Any suggestions?
