Tumblr used to allow you to pull in posts from multiple sites but they disabled that for new blogs some time ago. You may be able to find an aggregator or you could just use FriendFeed.

I will ask the blog owner to turn on the RSS feed for those blogs.

If you are referring to WordPress blogs then there is no turning on or turning off of feeds as they are built-in.

Is there a way to have my posts from the two other blogs show up in a sidebar, additional page or even, as a last resort, within my own blog posts?
