The number of posts per page is set in Settings > Reading. Currently that setting applies to all post pages: you cannot set a certain number for the main page and a different number for category or archive pages.

Yes. On the self-hosted site I hacked the php to do this, I guessed there may be a theme which allows a single front page.

Each themes is coded differently. Some display full posts in categories and some do not. Generally speaking if you set 1 post to display on the front page then that's also what you get in the Archives and Categories pages too. Here's a list by theme.
