I checked your account and was able to repeat the transaction steps up to the point of the payment. I recommend that you contact PayPal for support and follow their suggestions (e.g. link a credit card to your PayPal account).

You'll see "Credit Card" as the first option and "PayPal Express" as the second. The second option should allow to pay through a variety of PayPal options, including eCheck which allows you to pay directly from your bank account.
