1tess reminded me of a post about this from earlier this year and what I did was click on their gravatar and report them to Gravatar as a spammer. Other people have reported them directly to support, as both tt and I suggested above.

May I suggest that you report these to Staff? Here’s the link. After you use the searchbox, under the search results, at the bottom of the page there will be a section that says “Have you found the answer to your question?” You can choose either “Yes I found the answer to my question.” or “No I didn’t find the answer to my question and I would like to contact support for help.” The no option will reveal the contact form.

I don't know if there is an official policy about spam likes, but this has come up before and the reason I removed "likes" on my posts from appearing.

You can certainly contact Support about this directly when they return on August 15th. Please post here the reply you receive, as I am sure others will be interested in knowing.

Nine posts in my blog in Hebrew were liked during a short time on the 9th of August by different people whose usernames appear mostly French. This is quite strange an i suspect that it is a form of spam. Maybe the accounts are real and their passwords were hacked. I can send the usernames privately to someone from wordpress.com.
