I had it published as private. Once I published it as public the tags showed. But the tags are not formatted the way cloud tags are with larger text and smaller text according to the amount a tag is cited. What am I missing here?

Tags are only displayed in the tag cloud for published posts that are not marked as private.

In the tag cloud, tags are sized according to how often the tags are used in your posts. So, if each tag was published the same number of times, then all the tags in the tag cloud would be equally sized.

The Tag Cloud is what I added from within the twenty eleven theme.
So it should display as all Cloud Tags do.
And the text that is displayed is extremely small. I can't find the css to correct this.

Only tags sisplayed by Tag Cloud Widget display as you have describe in a sidebar or footer area for widgets. The Tags at the bottom of our posts do not display in larger and smaller text as the themes aren't coded to display them that way.

On WordPress.com in general, tags/categories will not appear unless you have published a post (not a page) using those tags/categories.
