Thanks for posting the URL for the blog in question which is wearing the Black Letterhead theme. If you have CSS editing skills and can work independently, as there is no Staff support for CSS editing, and you are willing to pay for the CSS upgrade every yea, then you can use the forum search box to find out what others have used CSS editing to do. Also note that there is a "preview" function you can use to do test the affects of your CSS editing prior to buying the upgrade. (Your readers will not be able to see what you can see when using the preview function.)

Please post the complete clickable URL for the blog you are referring to starting with http:// Then we can begin to help you.

If you prefer you can link your blog to your username so you do not have to post the URL every time you posts to the forum. It’s very easy to do Dashboard> Users–> Your Profile. Scroll down to where it says ‘Website‘ and fill in the complete clickable URL for the blog and then click ‘Update Profile‘.

Setting that aside, we cannot edit the underlying templates for our themes at wordpress.com and I am not sure but I don't think the tags can be moved by editing the CSS http://en.support.wordpress.com/themes/editing-themes/

Just use another template with a layout you desire.

But probably you want to know how to change the layout within one theme, I guess?
