And just in case you want more control over your template then your two alternatives are laid out in the article found via the link in the next sentence. This will answer your question on editing templates at wordpress.com.
Wordpress.com blogs and wordpress.org blogs are coded to run on different software. Basically you can pay for an upgrade and customize your blog's css at wordpress.com or you can leave and either self host or hire a blog host to download a free template from wordpress.org and hack it to your heart's content.

In the sidebar the parent pages appear with their descendant pages - which is totally fine.
Is there anyway to use something other than the Parent Pages beneath the header? for instance categories.
