candicebarrigher13 - WordPress.com doesn't support uploading of third-party themes, which is an option only available with a self-hosted WordPress.org site. To clear up any confusion, WordPress.com and WordPress.org are two different entities.

Unpacking the package…

Installing the theme…

Could not create directory. /Library/WebServer/Documents/sauteercflyers/wp-content/themes/small-business/

Theme install failed.

Any ideas?
