The same subscription option available on WordPress.com right now is not available on standard WordPress.org installs because it is a WordPress.com service. Note that may change in the future. So for now, how you import the subscribers into your WordPress.org blog will depend on what subscription service you choose. I would recommend asking about subscription service options at http://wordpress.org/support/
