If your blog IS hosted here on WordPress.com, you should follow these instructions http://en.support.wordpress.com/featured-images/ Make sure you are adding the featured image from the Featured Image module and not just from your Insert Media button. Then make sure to update your Page.

I have created the image to be 900x198 pixels, uploaded into my gallery, and used the 'set as featured image' button. Am I missing something?
