Provided you are logged in under the username account that registered the blog you can delete the blog by using these instructions. http://en.support.wordpress.com/delete-site/

Note there are 3 warnings and a verification link in an email required to delete a blog. That is because deleted blog URLs are not recycled.

Go to the dashboard of that blog and, under Tools, you'll see Delete. Note this is permanent and irreversible, so we normally just suggest people set the blog to Private so theyt have one to play with different themes and such.
