Here's the following problems that I'm experiencing:

1). When I add pages to the custome menu I am able to arrange them in the order that I want them; however, dragging items underneathe others is the problem that I'm experiencing. When I drag them, they stay there; however, when I go to save the menu in the way that I want it. The items automatically default back to their original position.

2). In addition, when I check my website, there is no drop down menu to reflect that I even added these categories and pages.

Please tell me what I'm doing wrong or if it's a software issue.
