You questions on guided transfers must be addressed to Staff.

As far as editing on a WordPress.org install goes you can hack the crap out of any template free of charge. You will be responsible for all upgrades, installations, backups and troubleshooting. If you install a theme or a plugin that negatively affects your blog, then you have to figure out what went wrong and fix it. WordPress.org installs are free standing islands and anything you muck up are yours to "fix". There is none of the hand-holding support of the nature that we have here at WordPress.com on the WordPress.org forums. No one engineers your happiness on a wordpres.org install except you.

How much will it cost to transfer my domain

There is no charge for that. If you’ve registered your domain through WordPress.com and now want it to point to a blog or website hosted elsewhere then you can do this by updating the nameservers. http://en.support.wordpress.com/domain-mapping/domain-management/#update-nameservers
