It does not work with that part of our admin. You need to use Firefox to upload an image. Sorry.

The theme you are using is called Contempt. I have it up now on my test blog. This is what I see after I scroll down -
Upload New Header Image
Here you can upload a custom header image to be shown at the top of your blog instead of the default one. On the next screen you will be able to crop the image.
Choose an image from your computer:____________ "browse"
My instructions are correct. Click "browse". I don't know how else to help you.

But when I get to the custom image header page, there is no browse option. Instead there's a section called "Upload New Header Image", and a "choose file" option that doesn't appear clickable -- instead, it's got the crop symbol on it.
