I don't know what you think you need help with. It can take up to 72 hours for a domain name change to propagate throughout the internet. The good news is that I am in Canada and the link is directing correctly to your domain for me already.

If the blog is inactive you can, however, write the owner at ask politely if (please) he or she feels like releasing the (user) name = hand over the blog to you. If there is contact information available, that is. If not: you are out of options.
