All you have to do is change the datestamp of the BANNER post every time you publish another post. You set it to just a minute after your last post, and it will pop up. Don't set it any later than that, or it'll hide and post later. You change the time on the Edit page, on the right-hand side.

But if it's got javascript or flash in it, it's a no go.

Paste the code into a reply, putting it between backticks (`) that key to the left of the one and above the tab, looks like a slanty single quote. Someone can take a look at it and let you know for sure.
