When I visit this page, http://girlfrommalibu.wordpress.com/captions/ all the images are missing and if I try to open an image in a new window/tab, I get the following message:
— 403: Access Denied —
This file requires authorization:
You must be logged in
and a member of this blog.
Log in to proceed.

Apparently the owners at girlfrommalibu.wordpress.com are hosting their image files on a different WordPress.com website (http://theelitegymnast.wordpress.com/) which has been marked "Private" by the owner. This means only logged in members of theelitegymnast can view it and in order to be a member, the website owner must invite you.

To me it seems a bit odd to set up a Public website this way.

It would help to know what site it is you are trying to view when this happens. Please give us a link, starting with http:// to make it clickable.

If by chance you are referring to a site marked Private by its owner, you do have to be invited by the site owner to view it.
