Posting comments to Blogger ie. blogspot.com blogs is now and has always been problematic. Open ID fails more often than it works. The Blogger software expects you to enter the exact same blog URL as your WordPress.com username, which of course is silly given we have other blogs. Unless the blogger on the blogspot blog chooses to implement the comment option of posting using a username and URL you will not be able to post a comment. You can get a Blogger blog and use it only for leaving comments on blogspot blogs but otherwise, that's the way it is.

Google your problem and you may well find the answer, but as i have already said, this problem has been going on for years, the problem is on Blogger, not WordPress.

People have had the same problem for years with this inability to comment, and with the 'you do not own that identity'. Google obviously want people to sign up for a blog with them. Try searching Google with the problem and you will find many related items. Is there a solution? Sign up for Blogger!!

Absolutely change your password! Your blog-identity can be stolen unless you change it now.

As for your question about the log-in for commenting it is meant to prove that you are who you say you are:

If they are using an email address that is either associated with a wordpress.COM account, or is associated with a Gravatar account, they will be asked to log in to prove that email address is theirs. This change was due to people impersonating others in comments (as I understand it it was impersonation of a Google big-wig that set this change in motion).
