See http://support.wordpress.com/com-vs-org/ to learn about the differences. You must have been looking at some tutorials referring to the downloadable WordPress.org software.

You do need to purchase the Custom Design upgrade to get access to editing CSS for a WordPress.com blog. We don't charge any monthly hosting fees though—which is nice. :)

To edit your CSS, you do need to make the CSS Upgrade purchase. That said, you may have some additional options available to you under "Appearance/Themes" - if you have an option to "customize" next to your chosen theme, you can click that to make some small changes. I don't know if that's Upgrade product-specific, though.

All the tutorials say go to Appearance then editor. I don't have an editor. and when I click on css it seems the only way I can edit is if i purchase and upgrade. i got firebug to help me edit and it also says go to editor. am i missing something here, which is entirely possible because i am so new at this. thank you.
