If you're not seeing the Tags module, click Screen Options (top right) to activate it.

I use the left hand column entitled Posts, in that menu are ALL POSTS, ADD NEW, CATEGORIES, TAGS AND COPY A POST.
When I choose ADD NEW to create a post, there is no option to add a tag to the post, only the ability to add a category.

Justpi, when I used to create a post, it gave me the option of adding a tag and a category for the post..it now only offers me the ability to add a category. I would like to add tags.

No. MIstyLook has become "retired". Retired means no longer available in newly created blogs, but still available in blogs created before the introduction of Misty Lake.

In the past when I created a post, in the creation phase I was asked to tag and categorize..Now I don't have the option of adding tags, only categories. I have been using the theme MistyLook, and I am aware there is an update now available to MistyLake, is this a mandatory upgrade, and is this why I am now no longer seeing the option to ad tags like I used to. I would also like to know if it is possible to insert a pdf file that is already open, in other words, not a link..
