Open ID only works with WordPress.com accounts, not with Jetpack-enabled WordPress.org blogs.

There is no "open ID" in my dashboard, as I have a self-hosted blog and the WordPress.com identity through jetpack.

It's the button on the right below the comment form.

Otherwise you can try going to settings > open ID in your dashboard and add the URL of the blog to your "trusted" sites.
