For several days, there are strings from plugin WP-PostRatings in WP.com pot file. Will this plugin be enabled on WP.com (so that we translate those strings) or it is here by mistake?

I think those strings belong to the PollDaddy Ratings widget.

No, those are different string. Open wpcom.pot and search for wp-content/plugins/wp-postratings and you'll see that there are plenty of strings from it.
