   Hello!
   My previous topic is http://en.forums.wordpress.com/topic/ip-adress-changing?replies=19#post-1144155, but I can't use it, because it's blocked.
   I have difficulty in accessing my blog again. When I go to my blog, I see the following message (I used google translator):
   "Dear users!

   We apologize, but the access to the resource is limited.

   Possible reasons for limiting access:

   The network address used to identify a site in the "Internet", is included in the register of domain names, indexes site pages "Internet" and the network address for the identification of sites of the "Internet", providing information, the dissemination of which is prohibited in the Russian Federation.

   I checked retrogad.wordpress.com on the http://www.zapret-info.gov.ru. Results are expected: "Desired address does not appear in the registry".
   I sent the message to http://www.rt.ru, but received no answer. And what can we do now? I don't know why russian IPSs lock resources by IP adress, not by the host names.
   Help me, Kathrynwp, you are my only hope.

   I've sent you an email with this information:

   Your trouble accessing WordPress.com is related to your ISP (Internet Service Provider). Several large Russian ISPs, including Beeline, are currently blocking all visits to WordPress.com addresses that happen to be on certain IP (Internet Protocol) addresses, due to a court order from the Russian government. Since our infrastructure uses load balancers to dynamically switch which sites are being served from which IP address at any given time to balance traffic, this explains why you can only intermittently reach the site.

   We're very sorry for the inconvenience. We have been trying to work with the ISPs to find a solution for this issue, but there has been no resolution so far.
