Could anyone suggest me that may i make my blog active. I mean to say refreshing itself time to time being on online. or active some part of the site. is it possible?

If you have posted in your blog, it is active. Using auto-refreshers and other SEO fixes is against the terms of service at WordPress.com.
If you want your site to update, make a new post.
