You can place a copyright notice in a text widget at the bottom of your sidebar - no upgrade required. http://en.support.wordpress.com/widgets/text-widget/ If you want it in the footer then you have to CSS edit and that requires an annually renewable custom design upgrade.
I don't quite understand the copywrite notice procedures I would like to add that to my page as well, I do have the up grade that I need to do it, where do I start? and where is the sidebar? sorry new to all this and it is very confusing if your not a web designer..

@dwws03 - in your case your Theme does not have a Sidebar but you have a Footer area (three actually) - you can make a copyright page and put a link to that page in one of the footer areas -

I was adding pages to my site and deleted my welcome page by accident, now I can'tn get rid of the box that says Sorry, but you are looking for something that isn't here. Perhaps you would like to try a search or select from one of the links on the menu. I don't mind re typing my welcome page but how do I get rid of the box ??

you had a static home page
After you publish your new home page
goto your dashboard left column--> Settings--> Reading
and select that new page as your "Static Page"
and save.
That message (known as a 404 page) will go away automatically after that.
