adding a new private user

I have an upgrade for unlimited private users on my blog. I used to be able to add a new private user through the Privacy tab, which brought up a list of current users (still does) along with a box to type in the WordPress username of someone you want to add (now missing). What happened to the box? In its place is a clickable "invite viewers to your blog." Is a "viewer" the same as a private user? I can't find a definition for that role in the documentation. Is this the new way of adding a private user?

The blog I need help with is purpledragoncoordinators.wordpress.com.

Viewers can only read blog content. They cannot contribute any content.
Staff has made recent changes to this function. You can see what Staff say in this thread http://en.forums.wordpress.com/topic/cant-add-usernames-to-privacy-list?replies=64#post-729952
