The domain name doesn't make any difference. What function do you want the sign up form to perform? You can use the standard Contact Form for most regular functions, and for others, you can link to an external page like Survey Monkey.

I want the sign up function to pop up and be a big sign up for the blog by entering your email address before you enter my home page.....is that possible

Not at WordPress.com, no. Not exactly. Depending what you mean, there may be workarounds that give the ultimate result you want.
By "sign up for the blog" what do you actually mean? Do you mean that unless people give you their email address they won't be able to read the blog? Do you mean that if they give you their email they'll be email subscribed to the blog?
