Hi. I think the answer to both of your questions is "no". There is a Custom Design upgrade, but it can only be used to change the appearance of your blog, not to add extra features:

I forgot to mention: you can certainly add a second menu, but as a Custom Menu Widget on your sidebar (pages only - sidebar layout) or on the footer widget area.
