I have a blog with more than 11K of visits per year and I want to make money with ads from Federated Media.
My blog is in spanish language and the topic is astology.
1. After getting a custom domain, can I be beneficied from the ads program?
2. How much can I win per click?

No blogger initated advertising is allowed at WordPress.com. There is an advertising program called WordAds. It’s for well established blogs on their own domains, with suitable content and 20,000 - 25,000 page views or more monthly.

No. The rules are the rules.
If you wish to join the VIP program, which allows paid ads, you can apply but it costs something like $2500 to set up and $600 per month.

I ssume you are referring to a free hosted WordPress.com blog because only those who have free hosted WordPress.com blogs on domains can apply to be in the WordAds program. This is a perer support forum and we Volunteers don't know if your blog will meet Staff criteria whatever it may be. Only Staff can answer you and I provided the link.
I don't believe 11,000 visits per year meets the minimum requirements, but then staff are always changing things.
I don't remember seeing any minimum numbers for Word Ads - but simple math says that you need a LOT of traffic to make any ads work and get you more than $ 0.50 a month - but I have seen a couple of blogs that claim to have been accepted with what looks like way less traffic than my site with cookie recipes on it.
