   Allow all members button does not appear under our Admin - Settings - General page.

   We need to be able to have patrons be able to post to our site.

   Blogs aren't forums and they aren't wikis. You will not find such a setting on a free hosted WordPress.com blog. Your visitors can posts comments which you may or may not approve. You can invite others to become contributors to your blog.

   Does wordpress offer a forum or wikis that can be purchased?

   No there is no such upgrade you can purchase here at WordPress.com.

   So is there a provider out there that can provide forums or wikis?
