I was actually claiming my blog and supposed to add a script on the header part of the blog. The instructions said that I need to paste the Javascript code into the Appearance section and click "Editor". But, I can't see where the Editor is in my dashboard. Is it not available for free accounts and just for pro accounts or it depends upon my theme? Thanks.

Neither. It's not available at WordPress.com at all. You can't paste javascript here, it is stripped out for security reasons.
