I posted a shortened link. Am I allowed to do that? I ask because I do not want to violate any rules here. Here is the shortened link. http://adf.ly/2RLbW It links to a alertpay registration page
The blog I need help with is h4ck0.wordpress.com.

I'd recommend removing any of those links from posts.
It's where the links go to that can get your site suspended:
http://en.wordpress.com/tos/
http://wordpress.com/types-of-blogs/
http://en.support.wordpress.com/advertising/
As @auxclass mentions it's the destination URL that really matters, but in many cases spammers use adf.ly or other services to mask the links they're adding.
If you're wanting to link to a site I would link to the full URL. The clicks will still be tracked in your site stats so you'll get analytics from it.
Best of all the destination URL is apparent to any visitor to your site because you're sending them directly there, not routing them through a third party service.
