   I want to know, if I pay 18$ to change my blog to nana209.com, does it mean that I am responsible for the content posted and no one can report what I post?

   What do you mean "no one can report" what you post? Buying the domain and mapping only literally gets you a custom domain which leads to your blog. Everything else stays the same.
