I'm wondering if there's a method to have comments added to a published post where those comments are text sent to a predetermined emaill address.
Example - Houston marathon tracking system can send runner progress to emails, which would be cool to be able to auto comment into a pre-prepared post.
No, I'm sorry but that's not possible. There is no means of sending your comments to an email address other than yours. However you can set up a comments feed for your subscribers. And you can also set up feeds for specific categories.
I suspect the answer will sill be "no", but let me clarify my idea a bit.

Blogmailr account does this, so I guess I sleuthed it...

Just to ask, are you trying to send the comments to your email address or, as TT says, to a different email address?
